An identifier that always identify the same session.

A SessionConstantId always identifies the same session, even after the session has been deleted.

Creates a default SessionConstantId.

A session will never have a default SessionConstantId. To obtain a SessionConstantId for a session, use WApplication::sessionConstantId().
